Changes to M.P.I.'s merit program could mean increased surcharges and premiums for 100,000 Manitoba motorists.  The crown-owned insurer is making changes to the system--increasing premiums and surcharges for mediocre drivers.  M.P.I. spokesperson Brian Smiley says the current system treats mediocre drivers much the same as it treats good drivers, adding people who get in to an accident or get speeding tickets should have to pay more.  Smiley expects the new system will be put in to place next year.
