An old style heating and air conditioning system at Steinbach City Hall has raised concern among some councillors.  The way it works is the air conditioner runs full blast and a furnace operates at the same time to heat the air to the right temperature.  Councillor Elbert Toews recalls how Steinbach Regional Secondary School used to have the same kind of system and it was replaced a number of years ago.  He says the city is wasting money on high energy bills.  Councillors Dwight Reimer and Chris Goertzen agree the city needs to see if it would be worthwhile to change the system.  Chief administrative officer Jack Kehler says the last study, done in the mid-90s, found it would not be cost-effective to make a change.  But the city will do another analysis, looking at new technology that has become available since then.
