The Manitoba Public Utilities Board announced Tuesday it has approved an increase of 3.6 per cent.

The board adds it is concerned about the affordability of hydro for lower-income earners and recommends the province set up an assistance program. It suggests the province take some of the revenue from sales from the Keeyask generating station to pay for it.

And, it says the province should use some of the money from the carbon tax to keep rates down in the future.
