It has been a bit of a different summer for the bugs.  Last year, the conditions were right for the mosquitoes but this year it's better for wasps.  The hot, dry weather has led to an increase in yellow-jackets.  Dr. Roughley is a professor of Entomology at the University of Manitoba.  He says the wasps will become more aggressive later in the season.  That aggressiveness is a good thing in at least 1 aspect.  It means the wasps will be taking care of other pests such as aphids and caterpillars.  As to why we're seeing lots of certain types of bugs this summer, Dr. Roughley says insects usually emerge over a longer period of time however the hot weather is speeding up their development so there are more of them at once.
