The month of January could be said to have multiple personalities.

Dave Phillips, Senior Climatologist with Environment Canada explains this is because the first two weeks of January saw temperatures around -30 while now they are hovering around the freezing mark.  Phillips notes it's been very different when compared to last years' recording breaking winter.

"Just one statistic to compare is the number of days below -30.  This year we've probably had about seven of those suckers and some of them were in November.  Last year at this time there were 18 of them and some of them were close to -38 or -39.  I'm not talking about the windchill, I'm talking about the honest temperature as observed by thermometers."

Phillips adds even though it's hard to say for sure in January, it appears the threat of a flood is doubtful.  Also, Phillips notes the models suggest Spring is going to be better than last year's Spring where temperatures made it feel like it was still winter.
