Surrounded by members of the Progressive Conservative Caucus, Emerson MLA Jack Penner announced his retirement from provincial politics.  Penner was first elected to the Legislature in 1988.  Over the years, Penner has taken on a variety of roles, including Minister of Natural Resources, and Critic for  Water Stewardship and Transportation.  Penner is best known for his role in creating the Department of Rural Development on request by then Premier Gary Filmon, and later went on to become the Minister of Rural Development.  Penner plans to remain MLA for Emerson until the next election.
